Torrington, WY March 20th, 2024 — The Torrington City Council considered the 2024 Power Cost Adjustment (PCA) during their regular meeting on Tuesday night. A Power Cost Adjustment is implemented each year by municipalities to account for the increase or decrease of the price of wholesale power. Although rates will increase slightly, City Clerk/Treasurer Lynette Strecker said that “it’s not terrible.”

“If you look at residential rates – we have two rates – winter and summer,” said Strecker. “The old rate for winter is $0.078407 per kWh, and the new rate will be $0.079919 per kWh. I believe the increase is about 1.5% average across the board, which is pretty reasonable for this day in age.”

Councilman Rick Patterson said that the rate increase is “remarkable” compared to what has happened to other communities across the state.

“It seems that, given what happened statewide with Pacific Power and PacifiCorp, this is remarkable that it’s only that much of an increase,” said Patterson.

The Council unanimously approved the 2024 Power Cost Adjustment Filing.

The Council also considered a Special Event Permit during the meeting. Judy Cummings with SonRise Church/Goshen County Task Force for Domestic Violence requested a Special Event Permit for a 5k Fun Run to be held on April 27th from 8:00am to 2:00pm. The Council approved the permit and waived the fee due to the fact that the event is a non-profit fundraiser.

2024 Swimming Pool rates were also considered by the council. The proposed rates were approved with no changes from the previous year.
